Building Climate Resilience of Watersheds in Mountain Eco-Regions (BCRWME)


This is the on-line system for the preparation of subprojects under the BCRWME Project. The project is one of five components in Nepal's Strategic Program for Climate Resilience (SPCR), which was endorsed in June 2011.

The Government's SPCR aims to build long-term climate resilience through an integrated water resource and ecosystem-based approach, and to provide lessons on how best to build resilience in vulnerable mountain regions. It responds to the GON's National Adaptation Programme of Action (NAPA) for climate change, which was finalized in September 2010.

The project aims to provide access to more reliable water resources for domestic purposes, livestock and irrigation for communities living in about 100 VDCs located in the West Seti and Budhi Ganga watersheds which are significantly vulnerable to climate change. These 2 watersheds fall within 6 districts in Far Western Development Region: Achham, Baitaidi, Bajhang, Bajura, Dadeldhura and Doti. Access and reliability to water resources will be improved through a participatory program of integrated watershed management with interventions in upland areas to increase surface water storage and groundwater recharge.

The project will demonstrate ways to protect water sources while at the same time developing them for efficient use. The communities in the project area will have more reliable water supplies in the dry season. Major beneficiaries will be women and disadvantaged groups To achieve its expected outcome, the project will have four outputs:

  1. participating communities have improved catchment management and new or improved water storage infrastructure;
  2. communities and government manage water and land in an integrated and inclusive manner within watersheds;
  3. government adopts knowledge-based approaches for integrated water and land management and improved water reliability and accessibility in the wake of climate change;
  4. project management support is provided.
The Project is financed through a grant provided by the Asian Development Bank's (ADB) Strategic Climate Fund (SCF),and a grant provided by the Nordic Development Fund (NDF), both to the Government of Nepal (GON) for the Building Climate Resilience of Watersheds in Mountain Eco-Regions. The DSCWM is the executing agency for the Project. The DSCWM has appointed a Director to head a Project Management Unit (PMU) for the management of project implementation. The District Soil Conservation Offices (DSCO) in Dadeldhura, Doti and Baitadi districts are responsible for subproject implementation. Policy direction is provided by an interagency Steering Committee. The PMU is based in Dadeldhura.
